The facts:

Getting there: There are no non-stop flights from the UK, however Bagan is around 1 hour 20 minutes flight from Yangon or just under 30 minutes flight from Mandalay.

Best time to travel: Bagan can be visited year round, although the coolest months of November to February bring lovely dry days with little or no rain and low humidity, allowing for more pleasant temple exploring. From March to May the temperature and humditiy start to rise and by May, rain in the late afternoon can be expected. May through to September bring most rain, however it rarely rains all day but usually a short sharp downpour.
